Independence Blue Cross (IBX) is proud to announce that its Medicare Advantage plans have once again earned high scores in the annual Medicare Star Ratings issued by the Centers for Medicare & Medicaid Services (CMS). IBX’s Keystone 65 HMO and Personal Choice 65SM PPO plans achieved a strong 4 out of 5 stars for 2026. These ratings continue IBX’s five-year streak of strong performances in the Star Ratings. They also show the company’s commitment to offering quality Medicare plans that focus on what members need most.
“We are deeply committed to supporting members who have our Medicare plans with coverage that’s not only high-quality but meets their individual needs,” said Dr. Luz Ramos, senior medical director at Independence Blue Cross. “The Star Ratings highlight that commitment and our focus on helping members live healthier lives. We offer programs that encourage healthy habits and provide meaningful benefits, like caregiver support and personal emergency response devices, to meet members where they are. Our goal is to make sure every member feels supported, cared for, and empowered to take charge of their health.”
In addition to the overall rating, IBX earned five out of five stars in key areas such as customer service, member’s rating of their health plan, and colorectal cancer screenings. The plans also performed well in post-acute care measures, showing that IBX continues to deliver quality care even after hospital stays or major treatments.
“When we focus on improving care for our members, which is what the Star Ratings are intended to do, everyone benefits,” said Dr. Ramos. “Members enjoy stronger relationships with their doctors, easier access to care, and more attention on prevention and early detection. And providers benefit too through better collaboration, stronger support for managing chronic conditions, and a heightened focus on patient safety.”
The Star Ratings were created by CMS to help individuals and caregivers compare the performance and quality of Medicare Advantage plans and Part D prescription drug plans. They are published annually and provide a scorecard on each plan’s quality and performance measures (e.g., member compliance with preventive care and screening recommendations, chronic condition management, customer service, access to care, and more). Each plan receives an overall performance rating, as well as ratings in a few subcategories. This helps members to see if the plan performs well in a specific area that is important to them. Members can find the Star Ratings for current Medicare Advantage and Part D prescription drug plans by using the Medicare Plan Finder tool.
