Independence Blue Cross (IBX) President and CEO Gregory E. Deavens and Executive Vice President of Public Affairs and President of Government Markets Stephen P. Fera were again recognized on City & State PA’s 2025 Pennsylvania Power 100 list. The list honors the state’s most influential figures across public service, business, advocacy, and beyond. Deavens was ranked 28th on the list, and Fera 65th.
At IBX, Deavens leads initiatives aimed at promoting equitable, whole-person health care, striving to establish a fair and efficient health system that ensures access to high-quality, affordable care for everyone. Under his leadership, IBX remains committed to fostering healthier outcomes for every individual across the communities we serve.
Fera brings a community-focused approach to bridging health care, public policy, and social impact at IBX. He actively works to uplift communities, which is evident in his leadership of the Independence Blue Cross Foundation and IBX’s corporate volunteer program.
Deavens was previously recognized in the 2021, 2022, 2023, and 2024 Pennsylvania Power 100 lists, while Fera has been included in the 2022, 2023, and 2024 lists.
