Independence Blue Cross names Chris Fanning Chief Commercial Officer

Independence Blue Cross (IBX) today announced that Chris Fanning will be returning to the region, joining the company as Executive Vice President and Chief Commercial Officer, effective July 27. A nationally recognized health care leader with more than 30 years of experience driving growth, innovation, and transformation, Fanning will play a key role in advancing IBX’s strategy and developing products and partnerships that deliver more affordable, accessible, and personalized health care solutions.

Fanning brings extensive national experience across commercial, Medicare, and Medicaid businesses. Most recently, he served as Chief Growth Officer at Blue Cross and Blue Shield of Minnesota, where he led the organization’s growth strategy and performance across all lines of business. He also previously held senior leadership roles with large, influential health insurance companies like Geisinger Health Plan and Coventry Health Care.

A proven innovator, Fanning has championed new models that make it easier for people to understand, access, and afford health care. This includes helping to architect and launch Coupe Health, a consumer-focused health plan designed to simplify the health care experience through greater transparency, personalization, and choice. IBX offered Coupe Health to members for the first time this past year.

“Chris is the kind of leader who knows how to bring people together, build great teams, and deliver results. His growth mindset and track record of innovation will help us build our momentum and accelerate our transformation. As health care continues to evolve, we are investing in leaders who can help us strengthen our competitive position and deliver even greater value for our members, customers, and communities. Chris will be an important part of that journey,” said Independence Blue Cross President and CEO Kelly Munson.

At IBX, Fanning will oversee commercial strategy, including products, sales, and partnerships, deepening customer engagement and advancing solutions to improve health outcomes and affordability.

“This is a critical moment for health care, and I’m excited to get to work at IBX,” said Fanning. “People expect more from their health plan – better access, a simpler experience, and care they can afford. That’s the focus. I’m looking forward to working with the team at IBX and our partners across the region to build on what’s working and move faster where we need to.”

Fanning holds a Bachelor of Science degree in industrial/organizational psychology from Michigan State University and a Master of Health Services Administration from the University of Michigan.
