The company’s plans performed highest in the specific customer service and member’s rating of health plan measures
Independence Blue Cross (IBX) earned strong scores in the 2025 Medicare Star Ratings from the Centers for Medicare & Medicaid Services (CMS). IBX’s Keystone 65 HMO plans achieved a remarkable 4.5 out of 5 stars, while its Personal Choice 65SM PPO plans earned a strong 4-star rating. This achievement underscores IBX’s commitment to providing high-quality, member-centric Medicare Advantage plans.
“We’re proud to have continued to maintain strong scores in this year’s Star Ratings. This is especially important this year since we know that the standards for achieving high ratings was raised in 2024 and that earning top marks was more of a challenge for plans,” said Kortney Cruz, senior vice president of Government Markets at Independence Blue Cross. “The customer service measure is one that we did particularly well in, earning a perfect 5-star rating in both our PPO and HMO plans. This rating reflects excellence across three crucial aspects of our work: did the member get the information and help they needed when they called IBX, were they treated with courtesy and respect, and were the forms we asked them to fill out easy to understand and complete. This high performance also resulted in both plans attaining 5 stars on member retention.”
IBX also earned a 5-out-of-5 rating in the member’s rating of health plan category. This rating is based on a plan’s Consumer Assessment of Healthcare Providers and Systems (CAHPS) score, a standardized survey that measures members’ experiences with health care providers and plans.
The Star Ratings were created by CMS to help individuals and caregivers compare the performance and quality of Medicare Advantage plans and Part D prescription drug plans. They are published annually and provide a scorecard on each plan’s quality and performance measures (e.g., member compliance with preventive care and screening recommendations, chronic condition management, customer service, access to care, and more). Each plan receives an overall performance rating, as well as ratings in a few subcategories. This helps members to see if the plan performs well in a specific area that is important to them. Members can find the Star Ratings for current Medicare Advantage and Part D prescription drug plans by using the Medicare Plan Finder tool.
Prospective members can talk to a licensed sales agent over the phone or schedule a home visit to help them choose and enroll in an IBX Medicare Advantage or Medicare Supplement plan by calling <Phone Number> (TTY/TDD: <TTY Number>) seven days a week, from 8 a.m. to 8 p.m.
